I'm Kelly Bell. I spent nearly 30 years as a special education teacher and IEP case manager, most of it in Pennsylvania public schools. I wrote the documents parents now bring to me, and I sat in the meetings where they were explained, and sometimes not explained.
Now I work for parents. I read the paperwork, tell you what it says and what it doesn't, and help you go into your next meeting knowing what to ask. I know the language school teams use because I spoke it throughout my career, and I know the pressures on their side of the table. That lets me start every conversation with a school as a collaborator, not an opponent. I can put your concern into words the team can act on, and I'm not thrown off when the conversation turns to acronyms and procedure. I don't give legal advice, and I don't go in looking for a fight with your child's school. Most of what I do is help you understand what is already on the page and speak up sooner, before a small problem becomes a large one.

Meeting Preparation

My child has outside recommendations that aren't in the IEP.
Independent evaluators and outside providers, such as therapists, mental health professionals, and behavioral specialists, make recommendations that schools don't always receive or act on.
I review those recommendations alongside your child's IEP and put together specific, concrete requests the school can implement.
Outside Recommendation Coordination

Something in the plan isn't working.
Services aren't happening. Progress has stalled. Behavior is a growing concern. Placement is being questioned. Bring me one issue, and we focus on it. I review your documents first, then we meet for 30 minutes, and you leave with clear next steps.
